We will not consider any other platform - we are an Apple-only shop - and we will not be offering mobile versions of any of our apps. So when you clicked on the Dock icon for Notes, it was still running, and since no notebooks were open it asked what you wanted to do. Why does Notes ask me what I want to do when I restart it instead of remembering what notebooks were open? You didn't actually quit Notes - you clicked the red button in the window title bar, which does not quit the app, it just closes all the notebooks.
